Feeling comfortable with your child’s doctor is as important as providing nutritious meals and buckling him or her up in a car seat. You are partners together in your child’s health.

Your child’s pediatrician serves as a resource for all of your questions – big and small – and is the key to helping your child grow up healthy and strong.

The parent-pediatrician relationship begins with selecting the right pediatrician. You should begin your search before your child is born to assure enough time to interview several choices and make the best selection for your family.

You will be very busy with feeding, sleeping and diapering without much time to be out and about with a newborn. Therefore, it is much easier to make your choice before your baby arrives. Take the time to ask questions that matter to you such as ease of scheduling sick appointments and the policy of calling with late- night concerns.

Other topics that will help you gauge your comfort level with the pediatrician include understanding his or her philosophy on using antibiotics and his or her approach to treating a health condition that runs in your family.

You will become familiar with your child’s pediatrician very quickly as well-baby visits are much more frequent during the first year. If you are a first-time parent, you may often ask questions that more seasoned parents wouldn’t need to ask, but you should feel as though your concerns are valued and addressed.

Your pediatrician should assess your child’s physical, mental and emotional needs during well-baby visits – this includes making sure parents are in good mental and physical health to best care for their child. This well-rounded approach assures your child is being assessed on all levels of health and you can feel comfortable that he or she is receiving superlative care.

Right to cross examination

BOTTOM LINE: Calvert County Board of Appeals denied homeowner due process of law by not allowing him to cross-examine witnesses at a hearing for a site plan application for development of property adjacent to his land.

CASE: Ross v. Mr. Lucky, LLC, No. 518, September Term, 2008 (filed Dec. 29, 2009) (Judges EYLER, D., Matricciani & Moylan (retired, specially assigned)).

FACTS: Mr. Lucky, LLC owned property in the Solomons Town Center/ B4 planning sub-area of Calvert County (Property). Known as The Tiki Bar, it was comprised of an outdoor tavern (the actual bar), a restaurant, a long and narrow structure once used as a motel, several retail sales buildings, and numerous outbuildings and sheds.

Ronald J. Ross owned residential property that bordered part of the western boundary of the Property.

The Property first was developed as a tavern in the early 1980s, before the 1986 enactment of the Solomons Town Center Zoning Ordinance (SZO). The outdoor tavern was a nonconforming use and the restaurant, outbuildings, sheds, and former motel did not meet the 50-foot setback requirements of the SZO. Many of the structures on the west side of the property were situated within that setback area.

In June 2006, Mr. Lucky filed a site plan application with the Calvert County Department of Planning and Zoning (DPZ) and the Calvert County Planning Commission (CCPC) reflecting planned improvements for the Property. As proposed, the plan showed certain modifications to the physical structures on the property and to the uses for the Property.

The plan application was denied by an administrative hearing officer. Mr. Lucky challenged the decision before the Board of Appeals, which bifurcated the matter.

In the part of the matter at issue here, the Board held a de novo hearing. At the outset of the proceedings, Ross reminded the Chairman that he had filed a motion to intervene as a party. The Board voted to deny the motion.

Also before the evidentiary phase of the hearing, Ross asked for, among other things, permission to examine the witnesses called by the parties. The Board denied that request and voted that the hearing would be conducted in accordance with the Board Rules, except that individuals wishing to make a presentation would each have five minutes to do so instead of three minutes.

The Board granted Mr. Lucky’s requests in the site plan application. The circuit court affirmed.

Ross appealed to the Court of Special Appeals, which reversed.

LAW: “Absent a statute or a reasonable regulation specifying criteria for administrative standing, one may become a party to an administrative proceeding rather easily.” Dorsey v. Bethel A.M.E. Church, 375 Md. 59 (2003); see Sugarloaf Citizens’ Ass’n v. Dep’t of Env’t, 344 Md. 271, 286-87 (1996).

Examples of the level of participation necessary to confer standing in an administrative proceeding include: submitting one’s name in writing as a protestant; testifying before the agency; submitting into evidence a letter of protest; identifying oneself on the agency record as a party to the proceedings; and submitting one’s name to a board of appeals as one who would be aggrieved by an adverse decision. Dorsey, 375 Md. at 72-73.

Here, Ross was a party to the proceedings. This was so notwithstanding that his motion to intervene was denied. Ross appeared before the Board, testified, and moved 51 exhibits into the record. See Morris v. Howard Research & Dev. Corp., 278 Md. 417, 422- 23 (1976).

Under Maryland law, regardless of the language of a particular county zoning ordinance or the procedural rules for its board of appeals, due process affords interested parties a reasonable right to cross-examine witnesses in a proceeding in which an administrative agency performs adjudicatory functions. SHEEPDOG trainer John Bell was barking up the right tree at the latest sale of the intelligent working dogs.

The Howden dog handler smashed the world record price for a sheepdog at the auction in Skipton, North Yorkshire.

Mr Bell’s outstanding 14-month-old border collie, called Ron, came under the auctioneer’s hammer for 4,900 guineas or Pounds 5,145.

The retired farmer was delighted with the price which beat the previous record of 4,900 guineas (Pounds 4,305), also set at Skipton in 2004.

World-renowned Mr Bell trains and handles sheepdogs for sale at his son Christopher’s Parks Farm in Newsholme, Howden.

He said: “It was a big thrill to produce a dog as good as Ron, the world record price is the icing on the cake.

“Ron was sold to a farmer in Perthshire, Scotland, who will work him with 3,000 sheep, and also compete with him in sheepdog trials.”

Mr Bell started training sheepdogs as a teenager, selling them to local farmers for around Pounds 15 to Pounds 20 – depending on how good they were.

He said: “I realised I had a bit of knack for it, but gave up when I started farming on my own in Lancashire.

“When I retired 12 years ago I started training sheepdogs again as a hobby, and it has turned into a passion.”

Mr Bell buys young border collies – five to six months old – and trains them for farm work and sheepdog trials.

He said: “One of the biggest skills is spotting the potential in a young dog. Young dogs are like children, some learn quicker than others, but the aim is to produce an outstanding one like Ron.”

Reigning world sheepdog trials champion, Aled Owen, of Wales, equalled Mr Bell’s record price at the same sale with his dog.

Do you think it’s acceptable for people to make
millions of dollars selling us and our kids on the
idea that pre-marital sex, adultery, idolatry,
sorcery, hatred, selfish ambitions, drunkenness and
things of this sort are O.K.?

I thought not, but these are the things we are most
likely to see on T.V. The new reality show craze is
even causing society to take a passive and some times
condoning look at sin, while making big bucks in the
process.

Proverbs 12:14 – There is a way which seemeth right
unto a man, but the end thereof are the ways of death.
